City of Nesmé

They don't call it the Savage Frontier for nothing.
Few
choose to make the untamed lands north of the Delimbiyr their permanent
home, though the wild forests and mountains have stirred many an adventurer's
heart. If the winds of the North howl words of summoning to your heroes,
tempting them to explore this rugged terrain, the party may find its path
entering the remote community of Nesmé.
This article details the residents of Nesmé, using the method of generating towns found on pages 137-140 of the Dungeon Master's Guide. It can serve as a quick reference for DMs who wish to run an adventure or mini-campaign in the North and need an appropriate base for the characters. It can also serve as the groundwork for DMs to develop further, adding elements to bring the city to life in their campaigns.
Nesmé is a small city situated on the River Surbrin at the northwest edge of the Trollmoors. It has a permanent population of around 6,000 residents, but during high trade season, that number can increase as much as 50%. Most of Nesmé's economy centers around trade, and the city's economic interests have invested heavily in providing for a strong defense of the community.
South and east of Nesmé sit the Evermoors, also called the Trollmoors for their most famous inhabitants. North of the city lies the dangerous Lurkwood, while the plains and hills north and west of Nesmé hold many Uthgardt barbarian tribes. Peace is not common in Nesmé; the military force that guards the city, the Riders, has developed quickly into an effective, veteran force. The city's leaders also encourage adventurers to tarry in the area, as long as they are reasonably well-behaved. The Riders escort troublemakers to the gates and warn them not to return.
In many ways, Nesmé is the perfect location for adventurers to establish a base. Considering the proximity of numerous monsters and other terrors that daily threaten the community, adventurers should never want for activity.
Power Centers
Conventional: First Speaker Tessarin Alaurun (human female Wiz 6, LN) and the merchant interests.
Magical: High Priestess Jygil Zelnartha (human female Clr 9, N) and the resurgent church of Waukeen.
These two factions opposed each other more strongly in the past. Now, while they might disagree from time to time, the constant threat the city faces from outside its walls keep those disagreements civil. Each holds the welfare of the city as its principal interest.
Constable: Eregund Walen (human male Ftr 8, LN), commander of the Riders.
Guards: 400 Riders (race and gender varies, War 13, mostly LN).
