Q: I was reading Complete Mage, and I realized that the master specialist's requirements can be achieved by a level 3 wizard. Is that on purpose, or is that a mistake?

A: Completely intentional, as indicated in the "Becoming a Master Specialist" text directly above the Entry Requirements; thus, a wizard can enter this prestige class as early as 4th level.
