Format and type of event: Type II

Rulings of interest: None
Any problems: As an ongoing problem, we are seeing fewer and fewer regular players at our regular monthly tournaments here in northern Maine. Here's the situation: Every tournament (Type I or II) leads to the same block of five or six people getting into the top eight. Newer players and older players alike are getting discouraged because there is 'no hope to win if 'they' are playing...' We used to have tournaments of 25-30 people and now we are often lucky to get 12! Any suggestions would be appreciated.

Also, one of the 'top eighters' has an annoying habit of copying his decks off the net. I realize this is not illegal but the others who participate don't feel he deserves his standing because they took the time to design and play-test their own ideas and all he does is copy a 'winner deck' from someone else's labors... Again, any suggestions as to how I might diffuse the animosity toward him?
